Batteries and accumulators containing lithium, in the following referred to as lithium batteries“, have become indispensable in our everyday life, private as well as business life. Due to their low weight connected with their high energy content, lithium batteries are widely spread in every household, company, and even every pocket worldwide. Lithium batteries are a suitable energy supplier for the industry and for our private everyday life as well as for communication and mobility in the present and in the future.

However, due to their high energy density, lithium batteries are not only efficient energy storage but pose a certain risk potential. Lithium batteries are classified as dangerous goods and therefore they are subject to strict import, transport, and dangerous goods regulations with regards to their manufacturing process, the approval process, the packaging, and the transport itself, depending on the lithium content and nominal energy. Nevertheless, sometimes incidents occur when it comes to the international transport of lithium batteries in which the batteries release dangerous gases (degassing), leak corrosive liquids, generate significant heat, or cause a fire.

Therefore, the dangerous goods and their related transport regulations are constantly being revised and continually updated, which makes the international transport of intact lithium batteries a complex and challenging issue for the parties involved. If there are international transports of prototypes, damaged lithium batteries (but safe for transport), or even damaged batteries that are not safe for transport, it is hardly feasible for a manufacturer, dealer, recycler, or any other party involved to set up a reliable transport solution.

The legal requirements for dangerous goods with regards to packaging, documentation, or the transport itself greatly vary, depending on the mode of transport, nominal power, lithium content, classification, and condition or final destination of the lithium batteries, regulated by the respective sections, special regulations or packaging instructions.

Besides the specific requirements, however, there are also generally applicable regulations, such as the charge level of the battery, the appointment of a dangerous goods officer for the various modes of transport, manufacturing processes under a quality assurance program or compliance, and proof of the "UN Manual of Tests and Criteria " Chapter 38.3.
